refactor: TypedCircuitBreakerManager 미사용 코드 정리

- urlCBConfigMap 선언 주석 처리 (URL 기반 CB 기능 미사용)
- AlarmStateManager 연동 코드 주석 처리 (AlarmEvent/AlarmCondition/CoreAlarmKey import 제거)
