클라이언트 하드닝 기능 추가:

- DevTools 감지 및 화면 삭제, 우클릭 차단 기능 구현
- PortalProperty 기반 설정 관리 서비스 추가
- 클라이언트 가드 스크립트 및 토글 로직 템플릿 연동
